Is your feature request related to a usage problem (not a bug)? Please describe.
When I'm watching a video, or when it ends, I want to be able to scroll the page to see the comments or the recommended videos. But even when I click outside the video's screen, I still can't scroll the window with the keyboard arrow keys. Then I have to use the mouse wheel or try to click in the tiny scrollbar on the right, but I think it'll be good to be able to scroll the window by using the keyboard.

Describe the solution you'd like to see implemented
Just being able to scroll the window if I click in an empty area on the page, using the arrow keys in the keyboard.

Describe alternatives you've considered
Trying to grab the tiny and hard to see scrollbar or by using the mouse wheel.

Seems like I can scroll with arrow keys. Has this issue been solved since it was created in 2021?

Nope users are able to use the arrow keys to scroll the window on all pages except the player page

I guess I'm NOT understanding something then. The up/down arrow keys are the shortcuts for volume with player in focus. I hit tab once to highlight the play/pause button and then I can scroll the player page with up/down keys respectively.

Possibly OS- and configuration-dependent. On MacOS X Monterey 12.7, with FreeTube 0.19.1, while the up-down arrow keys do control the volume by default, no amount of tabbing allows the page to scroll via the keyboard.

From the default body element (body.system.mainRed.secBlue) on page load, tabbing moves focus across the top nav bar, down the side nav bar, across the player toolbar, and into focusable links and buttons in the content below the video. Your OS and config may influence what items are focusable below the video.

Sadly, at no point do the up-down keys do anything but control the volume.
