Feeds for continents and oceans

Provide 7 feeds for continents and the 5 named oceans.

• check existing datasets for reusable geometries
• populate a table in the database with the geometries using a Django admin action and a Django manage.py command, e.g. python manage.py load_oceans`
• add more test data, one for each ocean / continent in a new file fixtures/test_data_global_feeds.json
• create feeds based on the geometries
• list the feeds on a new page "Feeds" with a list of the official feeds, cf. Data; the new page should also be in the footer
• add metadata to the feed (name, source, and generation time)
• Add information about last generation to the Feeds page (cf. Data page)
• Add acknowledgements of the data source to the feeds page, including the license that the data that we import
• - [ ] feeds in GeoRSS format
• feeds in Atom format
• configuration option for which fields are included in the fields (global option, settings.py)
