Get ibverbs version of hashpipe net thread working

Currently, not clear on state of development that @jack-h left it in. First step is to get an update from him, maybe, and then try it out as built right now.

The https://github.com/HERA-Team/paper_gpu/tree/bda-multi-ibv branch was tested in the lab at hera350 data rates. I'd suggest merging that into whatever branch is currently being used and going from there.
