Tensorboard always initializing

I have noticed some issues with the similar title, but I still haven't been able to solve the problem I encountered.

My Python enviroment is installed on path B instead of Python default installation path. After installing the jupyter related packages and jupyter-tensorboard-pro, I have seen jupyterlab_tensorboard_pro.json generated under B/etc/jupyter/jupyter_server_config.d, which is as follows:
