Remove Add group button

Follow-up to #15502

We now have a plus button on hover

action point: Remove "Add groups" button (including translation if needed).

Wait. It's a bad idea after all. If that button is removed and when users have many groups, to create a top level group, the users now have to scroll all the way up to the "All entries" group. The + buttons only make group creation for sub-groups more convenient, but doesn't have a solution for top-level groups.
