parallel shuffle

just dropping the bookmark here parallel shuffles are both difficult to implement well and (sometimes) super useful, so seems like a good candidate to include here. I was reading https://arxiv.org/abs/2302.03317 which would be super cool to have a Julia implementation

although given the complexity maybe it's better as an independent package and reexported from OhMyThreads.jl

at some point in the medium - distant future I'll probably try to implement this myself but I don't have time in the short term.
