Create a min size prerelease user pool #1537

The recent update issue highlighted one issue with our release process: while we have a releasepreview channel where builds get pushed out before they go to everyone, we don't actually know how many users are on that one. And on Windows we know for sure that only one person (me) is getting releasepreview builds.

Do folks have ideas how we can get a reliable group of testers that are always on the releasepreview channel?

For Windows the situation is a bit trickier: at the moment we can put individual users onto the releasepreview channel by adding their Microsoft Account email that they use to log into Windows into a list on the MS partner center. But that is a manual process in a crappy web ui... I'm not sure whether that is a realistic way to handle that... Another option could be to publish another Windows Store app called "Julia Preview" that is the releasepreview channel. That is the model that for example Windows Terminal uses. That might be the best option>
