Feature request: Disable precompile workload inside of AutoMerge

Would it be possible to disable the precompile workload inside AutoMerge? You can check if the JULIA_REGISTRYCI_AUTOMERGE environment variable is true.

This would really help us out on the General registry - it would shorten CI times.

I think the problem should be resolved, rather than ignored. If precompilation hangs during CI in General, there may be other situations where the same will happen as well. For one, precompilation of HTTP.jl v2 takes locally for me 5x more time than with v1
