[BUG] Initial message spam informing the use of Simple Ranks

Would it be normal to send a duplicate message about the server information using Simple Ranks?

Normally it is printed on the player spawn event. I was thinking about that It cannot be fired more than once for one spawn, but CS2 can trick me sometimes. I will check on that for sure.

It shows when the round started instead of the spawn. Also not in warmup.

Strange, I forced a competitive start and nothing. Test further to see.
