When specifying a dateFormat in the SiteSettings, specifically "MM/dd/yyyy", the previous day is shown after saving/publishing the page. This is reproducible in the Demo Site.
Steps to Reproduce
Change the dateFormat in the siteSettings section of the web.config to "MM/dd/yyyy"
Login to the site and navigate to the Admin area
Create a new cms page (any page type will work)
Enter all required fields and leave the Start Publish date empty or enter any date
Enter a Stop publish date
Click Publish/Save Working Copy
Bug -> Start publish value is 1 day earlier than what was selected or 1 day earlier than the current date if left empty
Bug -> Stop publish value is 1 day earlier than what was selected
