The current solution isn't good in the long term because there could be multiple menus and even a footer which requires different links to appear.

It would be nice to have a taxonomy and a menu that can make use of the taxonomy in the same way Drupal works, otherwise people will roll out their own version of a taxonomy and menu builder and the growth of the CMS will suffer as a result.
