Remove relativeTo from sweep

The relativeTo arg was replaced by arguments like translateProfileToPath and orientProfilePerpendicular in #12059

When KCL 3.0 hits we should actually remove this argument.

@adamchalmers, can we please actually deprecate it with @(deprecated = true) so that it generates a warning that users and ZK see? We probably need to tweak this condition because it looks like we've never done deprecated on a parameter before, only deprecated_since.
