Time field in subscription feed

In the subscription feed for an instrument, the message either has

1. fdtm field with the time of the feed.

2. Or ltt for last trade time

When there is neither fdtm or ltt what does it mean? It is still a data feed not previously sent and should be treated as new data right? If so should I treat as just occurred in the current time?
