Add Radicale to Code Shelter?

I'm an avid user of Radicale, using it as my only source of Card/CalDAV, and I'd like to thank you for your effort. It seems to me that the project has stalled a bit lately, and I'd like to offer to help as part of Code Shelter an open community of maintainers. If you'd like to add the project there, we (and me personally) can help out by triaging issues/merging PRs/deploying fixes/releasing.
