Fetch, Register and globus

Start by implementing a minimal Fetch without archiving and without remote destinations. This Fetch will return the dedicated cfs path for the requested dataset and will optionally copy to another location at NERSC, using globus. Also use globus for initial copy when a dataset is registered

• Create stand-alone script which may be used for globus authentication so interactive authentication can be avoided for automated tasks
• Modify register function to use globus for copying from original location and to store that location in the db
• Implement Fetch using globus to copy to destinations at NERSC
• Once Archive and Restore are implemented, Fetch can invoke Restore if needed
