Multi GPU Selection

I have multiple GPUs and there doesn't seem to be an option to select a different one. It's just stuck at 0% usage because it's reading the wrong GPU.

I'll see if there's anything I can do about this... may be difficult, because I don't have multiple to test.

We could use pynvml for NVIDIA and pyamdgpuinfo for AMD GPUs to achive a more acurate and multi GPU support to OCT.

I'm currently working on a test build that implements this, while i don't have a multi GPU system, this addition should in therory add support.

pyamdgpuinfo appears to be Linux only, I'll try an approach with wmi.
