Improve observation scheduling for intervention actions

When observations are actions of interventions, the original observation scheduler is not overridden.

Enable the creation of observations without a schedule, so they only start when triggered by an intervention.

Alternatively, allow scheduling but prompt the user with a confirmation to override the observation scheduler when defined as part of an intervention action.

Additionally, adding an end date for observation actions based on interventions would be beneficial.
