SPECIFICATION.md is not redistributable

The file SPECIFICATION.md, present in both the GitHub repository and the published crates, has a proprietary license that does not allow redistribution. In particular, see:

which says, among other things, “Any reproduction or distribution of this document in whole or in part without prior written permission from PKWARE is strictly prohibited.”

I believe this file should be removed from the GitHub repository and a new release should be issued which does not contain SPECIFICATION.md in the crate.

Thanks for bringing this to my attention. Must've somehow missed that statement when reading through. Bit of a shame given I've only included to better format with markdown and reference within comments using direct links to sections.
