For tools such as the REF fixed fields need to be supplied for all simulations, which is not something we have done historically.

We therefore need to update the flow.cylc file to allow tasks for fixed fields for atmosphere and ocean to run, but without them running repeatedly (i.e. there is no point in regenerating them every cycle). This could be done by either putting in a run once rule, or calculating the various cycling frequencies and offsets appropriately.

I also expect a minor update to qc in order to handle the lack of time information in the filenames
