Netherrack quest incorrect steps

I just started this pack, and I just got to where the quests want me to make Netherrack, so I looked at what the quest text said.

When I follow these steps, it produces Blackstone, not Netherrack. To get Netherrack, I had to do the reverse. Fill stone barrel with Witch Water, and right click that with a Lava Bucket.
