Add LHA aN3LO to ekomark

Let's add the tables from extras/lh_bench_23/tables = https://arxiv.org/abs/2406.16188 to our official benchmarks, i.e. src/ekomark/benchmark/external/LHA_utils.py and eventually to the CI.

This would be helpful for #383

@felixhekhorn, I'm not sure if we really want to address this.
The values of those tables are obtained with some splittings that are right now superseded (both Pgg and Pgq have improved) and Vogt et al. are now working on other updates....
I understand you might want to see how different is the current evolution wrt to the old one, but this will not tell you much more.
PS: I hope that in the future, the n3lo rust evolution will be based on splittings from Vogt et al. and the fast-parametrisation of the matching given by B et al. , so the long python expressions we have now will be dropped.

actually I don't care about the physics, but I want to have a benchmark point to check the implementation

Re rust: this depends on the timescale of the two projects - we have some progress on the Rust side, so the translation is in not so far future ...
