TCP in HAFS

This issue record the investigation and implementation of validating TCP observations in HAFS JEDI.
In Current HAFS GSI, TCP (otype 112) is used

Besides HAFS, GFS v16.3.28 is assimilating the TCP (otype 112) observations, too https://www.nco.ncep.noaa.gov/pmb/codes/nwprod/gfs.v16.3.28/fix/fix_gsi/global_convinfo.txt

Not a top priority.

HOFX:
To use the TCP, and when TC relocation is off, a TCP position match procedure is necessary.
The pges will be set as the minimum Psfc.
The operator should be vertical interpolation.

ObsErr
The observation error and obs value will be adjusted due to difference in surface height.
No duplicate check for this type of observations.
