can input a profast file with all the financial parameters in greenheart_config
make profast_tools and cost_tools for profast scripts and analysis
- useful because it makes finance.py cleaner
- easier to save off results from ProFAST runs and for usage in future runs
added input for the dollar year corresponding to tax incentives
- users can input years instead of being hardcoded for 1992
