Different financial parameters for individual technologies

We need to be able to specify individual financial parameters for each technology if desired

Proposed solution

The functionality exists in old GreenHEART and should be fairly portable to new greenheart.

Alternatives considered

Could potentially also use the finance groups in new greenheart, but that would lead to individual financial models for each tech rather than just different financial rates
