Evaluate REX (https://github.com/NREL/rex) and its usability for use within GreenHEART.

REX provides ways to interface with NREL's resource databases and could be an externally supported way to read in the necessary data sets.

Alternatives considered

Don't include REX and continue supporting our own resource database access methods.
