Add optimization methods developed in alt_dev directory

Several files were removed in this PR (#383) within the alt_dev directory. These files were developed by @qualand , who said that they contain useful black-box optimization methods for system capacity sizing problems and would like to seem them integrated into the refactored work flow of HOPP. Noting here so we can consider during our future development.
