bug: patching vpc does not verify that site has native networking enabled

Describe the bug.

I created a VPC without specifying networking virtualization type. I then sent a patch request to that vpc to update network virtualization type to type FNN. The request was accepted but should have been rejected since the site did not have native_networking enabled. This request would have failed if it was a POST request.
