Observation not loading on new app version

This observation gives this result on the app:

The data coming in for the D Size of the first avalanche problem that on the website shows "Not Observed" has null in the response which we're not handling. We might need to ask if this is bad data on their part or if this is a case we should be handling better

Yes it is reasonable to allow entry of an avalanche problem with a null value. The only required field in the AFP is the 'Avalanche Type'; beyond that, all fields could be left blank with no selection. I'd prefer folks to fill them out completely, but fields like sensitivity, distribution, and even size can be complicated, and requiring them may introduce a bit of garbage information or keep folks for using the problem section entirely.

Ensuring the database doesn't have nulls or explicitly encodes the "unknown" size != requiring the user do something in the ingest form.
