Small error in ERCOT/MISO balancing areas

I think this is a relatively minor issue, but it was brought to my attention that Nacogdoches County, TX is incorrectly located in the Eastern Interconnect (p66), when it should be in ERCOT.

Sam - there are several counties in the current ReEDS regions that are not fully aligned with today's ISO/RTO boundaries. The ReEDS regions were created more than 20 years ago, and haven't been updated since them. We currently have work underway to update our regions. We're expecting that work to be completed sometime this year.
