Messaging Widget

Implement our custom messaging widget. Capabilities include audio and images with preview, text, links, and if the messaging window for a person isn't open, have a preference for whether to show it in the console and/or a notification in the bottom right like discord or teams.

Links should appear as a bold blue color which we can use a label for like we do for youtube update threads. The chat views should be themed dark or light with resizable windows. We should use a single text pane with the inline text field as a test for when we do it for console.

Maybe we should have a preference to show incoming messages in both the chat view and in the console if the console is active.

Maybe even copy some of the logic for error notifications in the bottom to do notifications that way? similar to how discord does it. Thinking about it we should definitely make that an inform type of the inform util.
