Support Harvest for Google Cloud NetApp Volumes Flex Unified with ONTAP-mode #4171

Google Cloud NetApp Volumes (GCNV) Flex Unified now supports ONTAP-mode in Preview. With this customers can use the ONTAP API to manage/monitor for their volumes. Harvest is a commonly used monitoring tool for NetApp customers. This feature will enable customers have a centralized monitoring for all of their ONTAP estate including GCNV volumes.
Describe the solution you'd like
Harvest shall integrate with the GCNV Flex Unified ONTAP APIs (using the Google Cloud proxy end point - https://docs.cloud.google.com/netapp/volumes/docs/ontap/manage-ontap#use_a_google_proxy_api_for_ontap_rest_api_calls). All Harvest scrapers shall be available with GCNV.
Describe alternatives you've considered
Customers can monitor GCNV with Google Metrics explorer but that doesn't allow a single pane of glass for all NetApp estate - On-prem, CVO and GCNV.
