Development plan suggestion

@sobuos and I discussed and made a suggestion for the development of the GPS collector component. Including the development of a frontend with the capabilities needed for connecting new devices.

We have a few steps to be done before we can start the process of development:

1. Finish budget for the project - both including, development, GDPR and information security and potential subsidies for first user organisations
2. Have meeting with potential user municipalities - outcome has to be that at least one, hopefully two, municipalities, will commit to participate
3. Get final confirmation from "steering committee"
