Bump tmp and @microsoft/m365agentstoolkit-cli

Removes [tmp](https://github.com/raszi/node-tmp). It's no longer used after updating ancestor dependency [@microsoft/m365agentstoolkit-cli](https://github.com/OfficeDev/teams-toolkit). These dependencies need to be updated together.


Removes `tmp`

Updates `@microsoft/m365agentstoolkit-cli` from 1.1.7 to 1.1.10
