Yes, we can update the resource rate by using following code

URL:{{ProjectServerUrl}}/pwa/_api/ProjectServer/EnterpriseResources('{{enterpriseResourceUid}}')/CostRateTables('A')/CostRates/GetByDateUrl(effectiveDate='1984-01-01')
