"Backup > Load from XML File..." needs endless to open FileDialog #2343

Describe the bug
Since I updated to version 4.4.196, it needs endless long when I try to load a config file using: "Backup > Load from XML File..."

To reproduce
- Open "Open-Shell Menu Settings (Classic Shell)"
- Choose "Backup"
- Choose "Load from XML File..."
- it takes about 30s to 1min until the FileOpenDialog opens
Expected behavior
The FileOpenDialog should open imediately after launching the menu item.
