Consider using consistent IPNS records in local cache #1921

The record returned by IPNS cache (which is provided by ob-go and verifyable via GET /ob/resolveipns) is different in structure if the record requested is for its own peer ID vs any other public peer ID. Given that we indescriminately access the cache for any peer's IPNS record and may (today or at some point in the future) use this record for some other purpose, we should consider ensuring accessing your own IPNS record isn't a format that deviates from the usual case -or- explicitly prohibit that lookup from being successful and forcing another means.
