[DEV] Add failure domain support

**Short Description**
Failure domains are envisioned to be how we scale this service, so we should add support for them.


**Definition of Done**
This is done once you can spin up two versions of the service, assign each one a failure domain, and each one will only pick up the nodes that it is responsible for.
