We need a noticeboard

I'd like to get going with the addition of a 'Noticeboard' section to the OpenConCam site. Selfishly I'd like to pin a notice about the launch of RIO Journal there:

I could go and directly edit it myself on the github repo but I'm not confident that I won't cock it up. Do you think you could create the section for me when you have time? Might also be a good time to add the Twitter feed to balance it up. Noticeboard as a left-side column, Twitter as the right-side column?

Dear @rossmounce,

I have created noticeboard.md that you can edit. Quick solution will be to add a link to that markdown file under the Activities section. Later on, I will populate the web page properly, as was discussed for the members profiles.

Let's keep this issue open until we have an reasonable solution up and running.
