Lan9252 not going to operational state

Hi,
I am interfacing LAN9252 with Stm32F4 via Spi.I am able to read test register and device id.The is not transtining to Safe-Op state from pre-op,error is detected as invalid SM out configuration.I am using twincat as the master.Please address this issue ,I am attaching necessary files.
