Summary
It appears that several answers to a specific survey (id=611 in public.decidim_forms_questionnaires) are duplicates. Some have different IP hashes (the entierety of the answers share a total of 10 different IP hashes), and some even have their timestamp (created_at in public.decidim_forms_answers spaced by several minutes).
Since we cannot tell for sure if two identical sets of answers actually come from the same answerer, we have based our assessment on the only (non-mandatory) question with a free answer field (position=31). On a total of 642 given answers, we can count 37 duplicates: https://metabase.osp.cat/question/17330-lyon-reponses-a-la-question-31-du-questionnaire-611
We don't know how to reproduce this issue.
Additional context
According to consulting, the client (Lyon) has performed a campaign of involvment by gathering answers on tablets in public spaces. Bad internet connection from these public spaces could be an hypothesis for explaining this behavior.
