Describe the bug
Raise the Rep! and other quests from the Family Guide 'Captain Al' show the completed quest book above his head before the conditions have been met. You can't hand in the quests for rewards until the conditions are met though.
To Reproduce
Steps to reproduce the behavior:
- Go to 'Captain Al'
- Start a quest with him
- See error
Expected behavior
He should show the quest in progress icon above his head

Then the dialog box closes when clicking on the quest
