DataPackageManager: The EDI token TTL can expire during long running uploads

The EDI token TTL can expire during long running uploads. For this reason, the TTL must be set to a long duration to prevent IAM returning an invalid token response when attempting to execute the addEml API method, eliminating the benefit of short-lived tokens.

A potential solution:

1. Just prior to executing the addEml IAM API method, PASTA should check to see if the current EDI token TTL has expired.
2. If it has not expired, process as normal.
3. If it has expired, create a new EDI token on behalf of the user using the createEdiToken IAM API method and use it as a replacement for the expired token.
