Notify national leaders when enough people are close together

If more than a handful of people are in the same area, send an email to the national director (or maybe all members themselves) so they can organize something.

• There are APIs that take city names, and return lat/lon coordinates
• There are algorithms for calculating clusters.
• I think this can be ran periodically (once a day?)

Another solution: if someone joins with us having a registry of someone/ people else near, everyone involved gets an email about it.
No cluster, instant instead of periodic.
