Create a API endpoint that exposes a services logs

I am about to dig the director logs out of K8 and it would be awesome if we could store these logs in a way that allowed time look ups and then create an interface to expose these on the current metrics page.

I don't know how useful this would be, since we don't keep logs around for very long before they get rotated out of existence (10 rotations atm, so ~ 10 hours for components with logging turned up. It's longer for components were the logging is turned down, but then there is generally less / nothing to see). Also, at least when I'm looking in the logs, I'm generally searching for a particular object name or path/prefix to check on the results of a test or to see what's going wrong for a transfer, ect. rather than looking at timestamps (and when I look for timestamps I can just use grep or regex search from inside less).
