**Updates per Plugin Rules Review:**

1. **Payment Standards Updated to 2025 Values** (ACT 295):

   - Size 2: $495 → $515 (+$20)
   - Size 3: $623 → $652 (+$29)
   - Size 4: $749 → $788 (+$39)
   - Size 5: $877 → $920 (+$43)
   - Size 6: $1,005 → $1,046 (+$41)
   - Size 7: $1,133 → $1,175 (+$42)
   - Size 8: $1,261 → $1,306 (+$45)
   - Additional person increment: $128 → $133 (+$5)

2. **Parameter Descriptions Improved** (active voice per rules):
   - amounts.yaml: "Ohio provides these monthly payment standard amounts..."
   - additional_person_increment.yaml: "Ohio adds this monthly payment standard amount..."
   - minimum_benefit.yaml: "Ohio denies Ohio Works First benefits when..."
   - max_size_in_table.yaml: "Ohio defines payment standards for..."

3. **References Updated**:
   - Added ACT 295 (Nov 19, 2024) as primary source for 2025 values
   - Added publication dates to references
   - Maintained historical 2024-11 values for comparison
