java failure on restricted system

Description of bug

minecraft 1.21.1 java fails to launch because of an access denied error with the PolyMC/jars/NewLaunch.jar the on a restricted system

Steps to reproduce

use a heavily restricted system

Suspected cause

cause: system restrictions
possible fix: allow the user to dictate where the jar files can live

This issue is unique

• I have searched the issue tracker and did not find an issue describing my bug.

what do you exactly mean by "restricted"? If the launcher cannot access the files in it's own install directory, I would just consider that an incorrect config.

due to restrictions I am not able to run the NewLaunch.jar file in it's current location, which I am not able to change because that is the only location the exe is able to run.
