I don't know if searching only the container slots is intended behavior but mindcraft assumes the entire inventory is searched.
If only searching the container slots is intended behavior the API documentation should be updated to say so. The current documentation only says "Search in the player inventory." leading readers to assume the entire inventory is searched.
