(bug) DirectML execution provider does not function

Describe the bug
When attempting to use the DirectML execution provider (on my machine), the provider errors out and does not apply acceleration. This does not appear to be the case on (some) other user's machines, we should get to the bottom of this.

To Reproduce
Steps to reproduce the behavior:
Run the app in its current state.

Expected behavior
DirectML execution is utilized on Windows 10 and higher.

• OS: Windows 10 x86
• Version 22H2

After further testing, I am coming under the impression this is a just an issue with my current machine. I will close this issue once I am able to test on another Windows 10/11 computer.
