(bug) `System.UnauthorizedAccessException` when accessing paths under 'C:\Program Files (x86)\Babble App\AppConfiguration.json'

Describe the bug
Installed versions of the Babble App throw an System.UnauthorizedAccessException.

To Reproduce
Steps to reproduce the behavior:
This is present in current version of the app.

Expected behavior
The app does not throw this issue.

Desktop (please complete the following information):

• OS: Windows 10 x86
• Version 22H2

Additional context
@Xlinka mentioned this may have to do with our use of System.IO.Ports or any similar networking libraries such as System.Net.
@SummerSigh mentioned this may have do with protected folders under the C drive.

i think its happen only when its install in "C:/" or where you place the OS
when i try install it in my "D:/" it run with out UAC
maybe try changing path file to %appdata% so the app able to R/W it
...
Installed Babble onto another drive other than the C:/Program Files folder and I don't have to run BabbleApp as Administrator to open it.
Actually on the C: it works just fine as well, It seems to be just installed in C:\Program Files (x86)\ that requires elevated privileges.

This may just be a code signing issue at this point.

Further testing by @Xlinka indicates this is a problem if a user installs the application to %Program Files%. A workaround is to install to %appdata%.
