Proper integration with quarto-nvim

wrt quarto-nvim I was hoping there would be some kind of inter-operability between these two plugins (and the VScode plugin). From that plugin, running "QuartoPreview" w/ "engine: julia" in the front matter launches QuartoRunner, but it doesnt seem to see the global environment (am not launching from within an environment).

QNR purposeful does not look in the global env for packages. You must add them to a Project.toml that is referenced by the notebook, or that appears in the search path that --project=@. uses.
